The framework agreement shall contribute to the Danish Energy Agency achieving its goals of developing a robust and value-creating calculation model for calculating the climate footprint of public procurement. In addition, the framework agreement shall contribute to the Danish Energy Agency's work on further developing the Climate Compass. The framework agreement includes the delivery of the following Services, and to a lesser extent Services related thereto: 1. Preparation of new emission coefficients: Including professional sparring and development and updating of coefficients based on EXIOBASE. 2. Matching between procurement categories and emission coefficients: Ensuring correct linkage between public procurement categories and relevant emission coefficients. 3. Operation and further development of Python model: Maintenance and further development of a Python-based model for calculating the climate footprint of public procurement. 4. Strategic advice: Contributing to strategic efforts within green public procurement and the Climate Compass as well as implementation of relevant political goals.

This tender concerns a framework agreement for the execution of construction and piping works and the delivery of pipes in connection with the expansion of the district heating network in Rødovre Municipality. The construction and piping works must be carried out as a main contract. The framework agreement is tendered by Rødovre Municipality on behalf of Rødovre Kommunale Fjernvarmeforsyning (hereinafter “RKF”). The project includes an expansion of the district heating network in a detached house area located in Rødovre Municipality. The detached house area is located north of Roskildevej. The framework agreement includes the execution of approximately 9.5 km of main and distribution pipes and 715 potential customer connections. The task is expected to be divided into nine (9) smaller stages, to be carried out in the period from 2025-2028. At the time of the tendering of the framework agreement, a connection of approximately 80% of the potential customers in the detached house area is expected. RKF expects to utilize the framework agreement by placing orders for the first three (3) stages, which are expected to be carried out during 2025-2026, immediately after the conclusion of the framework agreement. Subsequently, RKF expects to place orders for the civil engineering and piping works so that work is carried out on two stages simultaneously, whereby the contractor achieves an even workload throughout the year. The tendered task does not include plumbing and electrical work or the delivery of district heating units, which are carried out in other contracts. In this tender, the Contracting Authority wishes to obtain offers for the installation, operation and maintenance of Charging Stations on public roads in accordance with the AFI Act (Act 2022-04-04 no. 412 on infrastructure for alternative fuels for transport). The charging stations must be standard chargers (22 kW). The tender includes 497 electric car spaces corresponding to 994 Charging Stations. The agreements run for 10 years. In this tender, the Contracting Authority has divided the task into 14 separate sub-contracts. The sub-contracts are described in more detail in Appendix 2a (Sub-contracts). A tenderer can generally be awarded a maximum of 4 subcontracts. The contracts will be awarded on the basis of the best price-quality ratio, where the Contracting Authority can give a maximum of 1,000 points in total, with the sub-criteria "Price" (250 points), "Ad hoc prices" (250 points), "Green electricity" (100 points) and "Green construction machinery" (100 points) and "LCA report" (150 points) and "Green transport of charging stations" (150 points).
