The solutions are aimed at making gender equality and women’s rights central to just climate action. The Gender Just Climate Solutions Award comprises three categories: Technical Climate Solutions Non-Technical Climate Solutions Transformational Climate Solutions The award ceremony was held during COP24, CTCN with the Constituency also hosted a workshop on up scaling gender-just solutions as part of the Awards programme. - Climate Impacts Top WEF’s 2019 List of Risks
- Credit: Wikipedia UN Climate Change News, 17 January 2019 - In the latest edition of its Global Risks Report, the World Economic Forum ranks environmental threats at the top of the list for the third year in a row - both in terms of impact and likelihood. Extreme weather events, exacerbated by climate change, are listed as the risk most likely to happen over the next 10 years. “Of all risks, it is in relation to the environment that the world is most clearly sleepwalking into catastrophe,” the report warns. The WEF Global Risks Interconnections Map 2019 Environmental concerns account for three of the top five risks by likelihood and four by impact. 2018 saw unprecedented heatwaves, storms and floods across the globe, and global greenhouse gas emissions continued to grow last year, with the current concentration of carbon dioxide in the atmosphere the highest it has been in 3 million years. ‘Failure of climate-change mitigation and adaptation’ comes in second place both for the list of most likely risks and impact, reflecting respondents’ increasing concerns about environmental policy failure. The report says: “The results of climate inaction are becoming increasingly clear. The accelerating pace of biodiversity loss is a particular concern.” A World Wildlife Fund report from last year highlighted the extent of the challenge we face - with loses in vertebrate species averaging 60% between 1970 and 2014. The report’s findings are based on the annual Global Risks Perception Survey, which asks the Forum’s network of business, government, civil society and thought leaders to gauge the risks facing our world. The Global Risks Report 2019 has been released ahead of the World Economic Forum’s Annual Meeting in Davos. As well as identifying potential dangers facing the world in the coming year, the report urges governments and organizations to address the impact of specific threats and make preparations to contain potential fallout should they occur. 2019-01-18

- - 독일 완성차 기업, 대대적인 변화 모색 속 친환경차 판매 총력전 예고 - - 국내 완성차 기업, 마일드 하이브리드 및 다양한 전기차 모델 출시 및 Facelift 모델로 적극 대응 예정 □ 현 독일 완성차 기업의 오중고 ○ 현재 독일의 주요 완성차 기업은 디젤스캔들 후속 여파와 기후보호 차원의 EU 규제 강화를 위시해 아래와 같은 오중고를 안고 있음. ○ 첫째, 2015년 9월부터 불거진 디젤스캔들 후 자동차 업계의 부담이 지속되고 있음. 폴크스바겐·다임러·BMW 등 독일 3대 완성차 기업에 리콜 명령 및 벌금이 부과되었으며, 프랑크푸르트를 위시한 일부 도심 내 노후한 디젤 차량 운행도 금지되는 등 이는 자동차 시장 내 지각 변동으로 이어질 가능성이 높음. ○ 둘째, EU는 2017년 9.1일 처음 신규 자동차 연비 통합 테스트 시스템(WLTP) 방식을 도입했는데, 이는 우선적으로 신규 차량 모델 승인에 적용되었으나, 예정보다 이른 2018년 9.1일부터 모든 신차에 적용됨. - WLTP 방식의 차량인증에 따른 기업의 생산 둔화는 올 하반기 독일의 주요 경기 저해요인으로 지적됨. * 일례로 VW의 경우 수백 개의 기어-엔진 콤비네이션이 신규 허가를 받아야 하는 상황이며, WLTP 인증을 취득하는 데는 기존 대비 2~3배의 시간과 비용이 소요됨. ○ 셋째, 또한 2017. 9.1일 신규 차량 모델에 적용된 신 자동차 배기가스 테스트(RDE, Euro 6d-TEMP)는 2019년 9월 모든 신차에 적용 예정이며, 이는 2019년도 완성차 수출에 또 하나의 진입 장벽으로 작용할 가능성이 큼. ○ 넷째, 현재 지속되는 전기자동차와 수소연료전지차를 비롯한 친환경차 개발에 대한 높은 관심으로 막대한 비용을 투자하고 있는 업체의 부담이 상당한 편임. - 독일 주요 완성차 기업은 이미 친환경·전기자동차를 위시해 무인자동차 등의 미래 기술 개발 투자에 박차를 가하고 있는데, 독일자동차산업협회(VDA)에 따르면, 2020년까지 전기자동차 개발에만 400억 유로가 투자될 것으로 추산됨. - 친환경 자동차 기술 개발 경쟁과 더불어 기업 생태계도 변화의 기로에 있고, 기존의 전통 자동차 부품 업계의 생존의 문제 역시 화두로 떠 오르며, 향후 자동차 산업의 구조적 개편과 함께 시장 재편의 움직임이 가시화되고 있음. ○ 다섯째, 2018년 12.17일 EU의 자동차 이산화탄소(CO2) 배출 목표 최종 확정에 따라, 독일을 위시한 유럽 시장 내 판매 중인 주요 자동차 기업은 2030년까지 2021년 대비 37.5%에 이르는 CO2를 감축해야 함. 이는 여러 악재를 겪고 있는 독일 자동차 기업에게 또 다른 부담으로 작용할 예정임. □ 시장 내 주요 완성차 기업, 친환경 자동차 출시 및 판매로 위기 돌파 노력 ○ 독일 완성차 기업의 타격이 타 기업 대비 클 전망 - 이미 PA 컨설팅이 추산한 바 2021년 볼보, 토요타, 르노 닛산, 랜드로버 등 4개 기업을 제외한 다른 모든 완성차 기업이 CO2 배출량 목표 기준을 준수하지 못해 벌금 부과 대상이 될 것으로 예상됨. 특히 독일의 경우 소형차보다는 준 중형급 이상의 차량 생산에 중점을 두고 있는 관계로 보다 더 큰 타격이 있을 것으로 예상됨. - 유럽 내 신차의 평균 CO2가 예상보다 느린 속도로 감소하는 이유는 SUV 모델의 인기에 따라 모든 제조사가 원치 않게 CO2 배출량이 증가하고 있고, 또 한편으로는 디젤 게이트 여파로 디젤 엔진 선호도가 크게 감소하고 있기 때문임. 즉, SUV 붐과 디젤 판매 감소로 2009년 이래 다시 CO2 배출량이 증가함. * 알려진 바에 따르면, 디젤 차량이 가솔린 차량 대비 CO2 배출량이 낮음. - 이에 따라 각 완성차 기업은 가능한 다각도의 모든 솔루션을 고려하고 있음. - 한정적으로 차량 무게를 줄이거나, 모터 성능 개선을 통한 CO2 배출 감축, 전기자동차를 중심으로 한 친환경차 생산에 박차를 가하고, 48 V 하이브리드 시스템을 통한 과도기적 솔루션 도입을 위시해 유해가스 배출이 적은 새로운 합성 연료 개발 등이 고려되고 있음. * 보쉬는 미니 하이브리드 붐을 기대하고 있고, 2025년까지 연간 1,500만 대의 마일드 하이브리드 자동차 판매고를 전망한 바 있음. - 자동차 전문매거진 auto-motor-sport는 2019년부터 다양한 수요를 충족시킬 수 있는 제품 선택이 가능해질 것으로 내다보고 IHS Markit의 전망을 인용해 2019년 이래 독일 내 전기자동차 생산량이 급증할 것으로 전망함. * 일례로 아우디의 경우 2019년 전기자동차 생산량이 전년 대비 10배, 메르체데스 벤츠의 경우 전년 대비 15배에 육박할 것으로 예상됨. ○ VW, 2030년 전기자동차의 비중 40% 달성 낙관 - VW는 EU의 최종 CO2 목표 감축 강화 발표에 따라 자사 차원의 전환 프로그램을 강화하겠다고 발표했는데, 동사 대표 디쓰는 "유럽 내 VW 그룹에 대한 차량 목표 강화는 2030년 총 판매량에서 전기자동차의 비중이 40% 이상으로 이어지는 것을 의미하는데, 이는 시스템 변경에 필요한 우리의 전환 프로그램이 아직도 충분치 않다는 것을 의미하며, 최신 합의안*은 우리 계획의 수정을 필요로 한다고 밝힘. * 2018년 12.17일 EU 집행위와 EU 의회 및 EU 내 교섭기업은 최종적으로 자동차의 CO2 배출 규제 목표에 합의했는데, 승용차의 경우 2021년 대비 2025년 15%, 2030년 37.5% 감축해야 하며, 소형상용차의 경우 2021년 대비 2025년 15%, 2030년 31% 감축해야 함. - 발표 후 공식 입장을 표명한 VW의 디쓰(Herbert Diess) 대표는 향후 CO2 배출 목표가 E-플랫폼과 중국 내에서의 강력한 입지로 도달 가능하며 이러한 목표강화는 거대한 구조 변환을 의미한다고 전함. ○ BMW 역시 전기차 개발에 총력 예정 - BMW의 경우 기존의 발표 이후 CO2 목표 수치에 도달하기 위해 디젤 차량을 포기할 수 없다는 입장을 밝힌 바 있으나, 이번 발표로 전기차 개발에 총력을 기할 예정임. * BMW는 이미 미국 시장 내 디젤 판매를 완전히 포기하였으며, 유럽 시장에서도 판매 비중이 하락할 것이므로 전동화를 피할 수 없는 상황임. - 따라서 BMW에게도 EU의 신 목표는 큰 도전과제인데, 동사가 전기자동차 i3를 공급한 최초의 독일기업이고 2018년 전 세게 총 10만 대 이상의 전기차를 판매한 기업임에도 현재 차량 평균 CO2 배출량이 122g 수준임. - 동사 역시 향후 5년 내 전체 생산차량의 전동화를 목표로 정하고 2019년 Mini 전기차 모델, 2020년 순수 전기 SUV iX3, 2025년 25개의 전기차 모델(이 중 12개의 순수 전기차 모델)을 출시할 계획이라고 밝힘. * BWM는 2021년 유럽 내 약 15만 대의 전기자동차 판매를 해야 하는 상황이며, PA 컨설팅은 동사 역시 2021년 102.4g의 목표를 2g 상회할 것으로 예상함. 이 경우 벌금 부과가 불가피하게 됨. ○ 다임러, 2020년까지 총 50개의 전기차 모델 출시 예정 - SUV 붐은 다임러에게 최고의 판매 실적과 영업이익을 가져다 줬으나 생산 차량 평균 CO2 배출량이 기존 대비 1.7g 상승한 127g을 기록함. 이는 2021년까지 도달해야 하는 목표 수치인 102.8g을 크게 초과하는 수치임. - 다임러 역시 향후 E-모빌리티 분야에서 상당한 진전을 이뤄야 함. 동사는 총 100억 유로를 투자해 전기자동차 브랜드 EQC를 출시할 예정이며, 2020년까지 총 50개의 전기차 모델을 출시할 계획임. 또한 2018년 동사가 최초로 출시한 배터리를 장착한 수소연료전지모델 GLC F-Cell 역시 이를 보완하는 역할을 하게 될 것으로 기대됨. * 동사는 전기차 판매와 관련해 후발주자로 2021년 목표 달성을 위해 필요한 하이브리드 포함 전기차 판매량은 총 13만 대임. - 특히 도요타의 경우 2015년 이미 2050년까지 CO2 배출을 90% 감축하고자 하는 장기전략을 발표한 바 있음. 그 이래로 동사는 다양한 하이브리드 모델을 출시하며 일관되게 나아가고 있음. 또한 수소연료전지차 분야에서도 선도적인 위치를 점하고 있음. ○ 르노-닛산 역시 EU 목표 준수 낙관 - 유럽 시장 내 VW의 최대 경쟁자인 르노-닛산은 2021년까지는 EU 목표 준수에 문제가 없는 상황임. - 동사는 2021년 94.8g의 매우 엄격한 목표수치를 달성해야 하나 이를 2.7g 하회할 것으로 전망됨. - 지난 4년간 르노는 생산 차량 평균 CO2 배출량을 30g 감축해 112g까지 감축함. 또한 르노의 Zoe 모델과 닛산의 Leaf는 현재 전 세계적으로 가장 성공적인 전기자동차로 손꼽히고 있음. ○ 볼보(Volvo), 무난히 목표 달성 전망 - 프리미엄급 시장에서 독일 기업의 주 경쟁사인 스웨덴의 볼보(Volvo)는 독일 기업 대비 보다 강력한 변화를 추진 중임. - 동사는 현재 비록 차량 생산에서 SUV 비중이 높고, 여전히 124.3g의 CO2 배출량을 기록하고 있으나, PA 컨설팅은 동사가 103.5g을 기록하며 EU 목표 수치를 달성할 것으로 내다 보고 있음. - 동사의 경우 특히 급격한 전동화에 성공해야 하는 데, 동사는 디젤 엔진 차량 생산을 공식적으로 중단함. 동사는 2019년부터 각 시리즈는 전기 및 하이브리드 버전으로 제공될 예정이며, ‘Polestar’라는 자체적인 전기차 브랜드를 출시함. - 아울러 동사는 20201년부터 5대의 판매 차량 중 1대는 전기차일 것으로 예상함. - PA 컨설팅 전문가는 동사가 EU 기준치 대비 13g이나 낮은 수치를 달성할 것으로 추정함. ○ 한국 기업, 전기차 신모델 및 파생 모델 출시로 대응 - 한국 굴지의 완성차 업체 관계자에 따르면, 이러한 일련의 조치와 더불어 전기차 시장 판매를 확대해 나갈 예정이며, 특히 현재 판매율이 좋은 전기차 코나 모델의 하이브리드 모델도 출시 등 파생모델 출시 계획을 갖고 있다고 함. - 아울러 단기적으로는 수소연료전지차인 Nexo를 중심으로 정부 또는 지자체의 친환경 보조금에 편승한 판매 확대를 위해 노력할 것이며, 아직은 인프라 문제 등으로 지켜봐야 할 것이나 기존 모델의 Facelift 등을 통해 구동 모터를 장착한48V 마일드 하이브리드 모델의 출시로 대응해 나갈 예정이라고 함. - 이는 어느 정도 CO2 배출을 감축시키는데 효과를 볼 수 있을 것으로 예상하며, 기타 독일 완성차 기업과는 달리 이미 2018년 9월 WLTP 인증 작업을 완료해 보다 유리한 입지를 점유하고 있다고 함. - 한편, 자동차 전문 매거진 auto-motor-sport는 2019년 판매되는 여러 전기차 모델 중 주행거리 부문에서 기아의 E-Niro가 총 485km로 가장 우수한 것으로 평가하고 있음. □ 향후 전망 및 시사점 ○ EU의 최종 CO2 감축 목표가 업계 내에서 큰 우려를 불러 일으키고 있는 가운데, 이는 디젤 게이트 후 큰 변화를 겪고 있는 자동차 기업에 또 다른 부담으로 작용할 것으로 예상됨. - - The Climate Technology Centre is seeking proposals for implementation of a technical assistance in Belize: Development of an integrated and comprehensive agroforestry policy for Belize. Deadline 8 April, 2019, 17.00 Vienna time. Proposals received after the submission deadline will be invalidated Belize’s agriculture is sensitive to climatic variations and could be one of the most affected sectors as a result of climate change. The Centre is seeking experts to provide an integrated and comprehensive agroforestry policy that will aid in mainstreaming this form of land use countrywide, providing practical knowledge and skills to the national team including climate change officers and ministry representatives to understand and use a tested and successful process to develop a National Agroforestry Policy (NAP) of Belize. The completed offer must be submitted via the United Nations Industrial Development Organization (UNIDO) e-Procurement portal https://procurement.unido.org. - The Climate Technology Centre is seeking proposals for the technical assistance project in Kiribati, Marshall Islands, Palau and Solomon Islands: Capacity development to address risks in coastal zones. Deadline 19 March 2019, 17.00 Vienna time. Palau, Marshall Islands, Solomon Islands and Kiribati are low lying island states and amongst the most vulnerable communities in the world to the impact of climate change, especially with regards to sea level rise. The Centre is seeking experts to provide technical support and training for personnel from the four target countries to collate available data and information, develop standardised metadata for bathymetric and coastal surveys, and integrate these data into products (standardised bathymetric grids and digital elevation grids) with appropriate quality control and identify any data gaps. - CTCN/The International CCS Knowledge Centre webinar : The Shand CCS Feasibility Study - Second Generation CCS for the Globe and Multi-Sectors Date and time: Wednesday 23 January 2019 - 3:00pm CET Organiser: The International CCS Knowledge Centre Carbon Capture and Storage (CCS) applied to large point source emissions is the technology that yields the biggest reduction in CO2 emissions. Canada is a leader in CCS, and it needs to be advanced at a greater rate to meet the Paris Agreement emissions reduction targets. Early in 2018, the Boundary Dam 3 CCS Facility (BD3) surpassed 2Million Tonnes of Captured CO2. Along with this significant milestone, the International CCS Knowledge Centre recently released a feasibility study to retrofit SaskPower’s Shand Power Station, (Shand) a 300 – MW, single unit, coal-fired power plant that has double the capacity of with a large-scale, CCS facility. Organisation The International CCS Knowledge Centre’s (the “Knowledge Centre”) mission is to accelerate the global deployment of carbon capture and storage through the advancement of the understanding and use of CCS as a means of managing global GHG emissions. The not-for-profit corporation was established in 2016, by BHP and SaskPower, to provide access to the data, information and lessons learned from SaskPower’s Boundary Dam 3 facility and by incorporating the knowledge and experience from CCS projects elsewhere in the world. SaskPower’s Boundary Dam 3 began operation on 2 October 2014 as the world’s first commercial scale coal-fired power plant incorporating amine solvent absorption carbon capture. To this day, it remains the only fully-integrated commercial scale CCS plant on a coal-fired power plant. This has demonstrated that CCS can be deployed on a commercial scale. Sharing of this knowledge and data is expected to help promote research and reduce the cost and risk associated with new CCS projects around the world. The Knowledge Centre facilitates, in an advisory role, based on expertise and lessons learned from the Boundary Dam experience. Through the Knowledge Centre, power producers, industrial emitters, research bodies and others can access the information they need to consider and develop CCS as an option to reduce global greenhouse gas emissions. The Knowledge Centre also offers information to governments and NGOs that need it for the enhancement of progress of CCS technology. Presenters Corwyn Bruce - Corwyn joined the International CCS Knowledge Centre in August 2017 bringing with him his formidable experience working on the Boundary Dam 3 CCS project since early 2009. During this time, he served as both an engineer and a project manager focusing on: building the original business case; scope definition and delivery of the power plant upgrades and capture plant integration; and most recently has spent the past 3 years leading the effort to resolve deficiency and operational issues at the facility. Prior to joining the clean coal initiative, Corwyn spent 5 years with SaskPower leading the control system replacement projects at Poplar River Power Station in 2006 and again in 2008. Previously, he spent 10 years with ABB / Bailey Controls, designing, commissioning and tuning control system upgrades on thermal power plant and industrial facilities in Western Canada. Beth Hardy - As VP of Strategy and Stakeholder Relations, Beth leads the Knowledge Centre’s considerations of policies and regulations that foster CCS; and focuses on helping to link CCS knowledge with other countries to reduce locked-in investments and collaboratively support the goals of the Paris Agreement. Her understanding of complex climate change matters, capacity building requirements, and international financing concerns act as a solid basis for assisting both national and international implementation strategies for technologies that support environmental targets. Prior to joining the Knowledge Centre, Beth worked briefly as legal counsel for the provincial Crown utility. She pairs this industrial perspective with regulatory knowledge as Acting Director of Climate Change with the Government of Saskatchewan. These positions are reflective of Beth’s time with the National Round Table on the Environment and the Economy where she focused on analysing provincial/territorial climate action plans and making recommendations for low cost and sustainable pathways.
