The Colombian government has reformed its solid waste management regulations to enable the use of alternative treatment technologies. Current tariff structures do not recognize alternative treatment methods (recycling, compost, RDF, etc.) as part of a waste public service. In addition, the absence of a coordinated, national solid waste management policy, and a city-level action plan for integrated waste management policies, hampers the implementation of the project. Colombia is proposing the implementation of the Solid Waste Nationally Appropriate Mitigation Action (NAMA) pilot project, to shift the view of conventional waste management and promote alternative treatment methods, between public and private stakeholders and policymakers of the country. 배경 콜럼비아 정부는 고체폐기물관리 규정을 개혁해 대체적 처리 기술을 허가하였다. 현재 관세 규정은 대체적 처리 기법(재활용, 분해, RF 등)을 인정하지 않고 있다. 추가적으로 잘 조율된 국가 고체 폐기물 관리 정책의 부재와 통합적 폐기물 관리 정책을 위한 도시 층위 행동 계획의 부재가 프로젝트의 시행을 가로막고 있다. 콜럼비아는 고체 폐기물 관련 국가 완화 조치(Nationally Appropriate Mitigation Action: NAMA) 시범 프로젝트를 통해 재래식 폐기물 관리의 관점을 전환해 대체적 처리 기법을 공공 및 민간 주체 및 국가 정책입안가 사이에서 증진시키고자 한다.
