기후변화 관련 지표 국가 프레임워크 고안
This Technology Transfer Advances Hondura's Nationally Determined Contribution to, through the 'Observatory for Sustainable Development and Climate Change recently created in the country, support the generation of information, knowledge management and periodic monitoring of climate indicators.
본 기술 이전은 최근 본국에 만들어진 ‘지속 가능한 개발 및 기후 변화 관측소(Observatory for Sustainable Development and Climate Change)’를 통해 정보 양산, 지식 경영, 기후 지표에 대한 주기적 감독을 지원하고자 하는 온두라스(Honduras)의 국가자발적기여(Nationally Determined Contribution; NDC)에 영향을 줄 것이다.
Context
The biophysical and topographic features of Honduras, along with its level of poverty, make it highly vulnerable to extreme climate events being exacerbated by climate change such events. The country has made significant efforts to establish environmental indicators and develop platforms or systems to generate information and monitoring data. Nonetheless, the information, studies and specific indicators do not use approved climate change-related criteria; they are not official and have generally been the result of isolated initiatives that do not generate time series or take into account the priority sectors and processes as set out in the country’s policies and other strategic planning processes on climate change.
배경
온두라스는 빈곤 정도 및 생물리학적/지형학적 특징으로 인해 기후 변화로 악화되고 있는 이상 기후 현상들에 대해 특히 취약하다. 본 국가는 환경 지표를 수립하고 정보 및 감시 데이터를 양산하기 위한 플랫폼과 시스템을 개발하려고 많은 노력을 해왔다. 그럼에도 불구하고, 정보, 연구, 구체적 지표에서 기후 변화 관련 승인 기준을 활용하지 않았다. 또한, 일반적으로 시계열을 만들어내지 않거나 기후 변화에 관련된 본국의 정책 및 다른 전략적 계획 과정에 명시되어 있는 우선 순위 부문과 과정들을 고려하지 않은, 비공식적이고 고립된 계획의 결과일 뿐이었다.
