요르단의 기후 기술 우선순위를 위한 국제적 자금조달 역량 강화
This Technology Transfer Advances Jordans's Nationally Determined Contribution to "Develop the National Strategy and Action Plan for Transitioning towards the Green Economy in Jordan 2016-2025"
본 기술이전은 요르단의 국가자발적기여(Nationally Determined Contribution; NDC)를 증진시켜 "2016-2025 요르단 녹색 경제 전환 국가 전략 및 행동계획 개발"을 도모한다.
Context
Jordan has recently completed its Technology Needs Assessment (TNA), but required capacity building for technical employees in the Ministry of Environment as well as relevant NGOs and consultancies, to develop these ideas into fundable proposals relevant to both domestic and international funding. Jordan has issued its Third National Communication (TNC) in 2014 supported by UNDP. The TNC contains about 43 project ideas for mitigation and many other ideas for adaptation. At this stage, the Jordanian Governmental Authorities have identified focus areas and compiled a large number of early-stage ideas for climate action. Nevertheless, in order to achieve transformational outcomes, the ministries have identified the key challenge of a lack of skills and knowledge in designing and articulating climate technology projects and project proposals.
배경
요르단은 최근에 기술수요평가를 완료했지만 환경부, 관련 NGO 및 전문기관의 기술 전문가 역량 구축을 통해 관련 아이디어를 국내 및 국제 자금조달 프로젝트로 전환할 필요가 있다. 요르단은 2014년도에 UNDP 지원을 받아 제 3차 국가 소통(TNC)을 발간하였다. TNC는 완화 및 기타 적응 관련 아이디어와 관련된 43개 프로젝트 아이디어를 갖추고 있다. 현재 요르단 정부 당국은 주요 영역을 파악하여 기후행동과 관련된 다수의 초기 아이디어를 수집하였다. 그럼에도 불구하고, 전환을 이루기 위해 여러 정부부처는 기술 및 지식 부족과 같은 여러 주요 난관을 파악하였다.
