The first GCF Adaptation Rationale workshop took place in Cebu, Philippines on 14-16 November 2018. The event strengthened the expertise of countries and Direct Access Entities (DAEs) to develop adaptation project pipelines with compelling climate rationale, drawing from adaptation planning processes. “This workshop is an opportunity for GCF Direct Access Entities and National Designated Authorities to share and learn from each other about adaptation and how we access the GCF through its diverse support programs and funding modalities.” said Mr. Emanuel de Guzman, Vice Chairperson of the Climate Change Commission and Executive Director of the Climate Change Office of the Philippines. He also added that Philippines is very exposed to adverse effects of climate change and climate adaptation is a key concern for the country. German Velasquez, Director of the Division of Mitigation and Adaptation at GCF stressed the importance of climate rationale in increasing climate resilience: "To achieve the scale of adaptation impact so urgently needed, it's crucial we focus and design GCF investments based on strong articulation of climate rationale.” “Countries’ adaptation planning processes provide crucial evidence base to focus and design their adaptation and investments for maximum impact” he added. The three day event included a number of sessions on developing the scientific basis for high impact adaptation action, achieving private sector engagement, and using adaptation planning inputs to develop projects with strong climate rationale. Participants had an opportunity to share their in-country progress and challenges in implementing adaptation planning processes and developing project pipelines. Support for the formulation of National Adaptation Plans (NAPs) and local or sectoral adaptation planning processes is one of the key pillars of the GCF Readiness programme. This support is helping countries focus and catalyze adaptation investment. To this date, GCF has received 64 submissions for adaptation planning support, 31 of which have already been approved and endorsed to be implemented with countries’ national or international delivery partners. 71% of this support is going to Least Developed Countries, Small Island Developing States or countries in Africa.
