[GCF] 적응 권한 부여: 나미비아의 공동체 기반 천연 자원 관리를 통한 기후변화 회복적인 생계수단 생성
This Enhance Direct Access (EDA) Pilot is built on the strong institutional foundation of the Namibian Community-based Natural Resource Management (CBNRM) network, which consists of communal conservancies and community forests in the rural communal areas of Namibia. It comprises 8 Non-Government Organizations (NGOs) and the University of Namibia. These existing institutions are ideally placed to be the conduits for the implementation of local-level climate action.
It is expected that the project improve land management of an area of 7,200,000 hectares. The project will run over five years and consists of two complementary components that will empower rural communities to respond to climate change in terms of awareness, adaptive capacity and low-carbon rural development. The two components are:
Component 1 – Capacity Building and Community Support: this component is essential for the success and sustainability of community-based climate action. It comprises awareness raising, capacity building and support to development and implementation of climate investment plans at the local level.
Component 2 – Resilient Grant Facility: this component empowers rural CBNRM communities to increase their resilience to climate change through direct access to climate finance. It comprises a ring-fenced grant facility that will focus on the development and strengthening resilient CBNRM livelihoods through grants in three defined investment areas.
The project has an estimated lifespan of 5 years.

강화된 직접 접근 방식(Enhance Direct Access; EDA) 파일럿 프로그램은 나미비아 공동체 기반 천연 자원 관리 (Community-based Natural Resource Management; CBNRM) 네트워크의 탄탄한 기관 설립을 기반으로 하며, 이는 나미비아 농촌 공동 구역의 공동 자연보호와 마을소유림으로 이루어져 있으며, 8개의 비정부기구(Non-Government Organizations, NGOs)와 나미비아대학이 구성원이다. 기존 기관들은 지역 수준의 기후 행동을 이해하기 위한 전달 기관으로 이상적이다.
이 프로젝트는 720만 헥타르의 토지 관리를 증진시킬 것으로 예측되며, 5년 간 진행될 것이다. 또한 의식, 적응력, 저탄소 농촌 개발의 측면에서 기후변화에 대응하고자 농촌 공동체에 권한을 부여하는 두 가지 상호보완적 요소로 이루어진다.
첫번째 요소 – 역량 구축 및 공동체 지원: 이는 공동체 기반 기후행동의 성공 및 지속가능성 여부에 필수적이다. 여기에는 의식 제고, 역량 구축, 개발 지원, 지역 수준의 기후 투자 계획 이행이 포함된다.
두번째 요소 – 기후탄력성 보조금 융자: 이는 기후금융에 대한 직접 접근을 통해 기후변화에 대한 회복력을 강화하고자 농촌 CBNRM 공동체에 권한을 부여한다. 이는 3가지 지정된 투자 분야에서 보조금을 통해 회복력을 갖춘 CBNRM의 생계 수단을 개발하고 강화하는 것에 초점을 맞추는 것으로 용도가 제한된 보조금 융자로 구성된다. 
프로젝트 기간은 5년으로 예정되어 있다.
