UN Climate Change News, 18 September 2018 - In a third round of transparently sharing updates on achieving their 2020 emission reduction targets, some 14 developed countries are set to present their achievements in implementing climate policies. Known as the ‘multilateral assessment’, the update will take place during the forty-ninth session of the Subsidiary Body for Implementation (SBI), to be held at the annual Climate Change Conference (COP24) in Katowice, Poland in December 2018. The update will focus on successful implementation and lessons learned. It will be interactive in nature, meaning that Governments can engage in an open and constructive conversation in a bid to be transparent about their actions. This level of transparency enables the direct sharing of best practices in the implementation of climate policies and actions. Among the 14 Parties that will present updates are the European Union, Canada, France and Germany.The updates involve an on-line preparatory question and answer phase among Governments. To this end, all Parties are invited to actively participate in the run-up to Katowice by submitting questions and answers via the ‘MA Portal’. Specifically, the timeline for the implementation update by developed countries is as follows: o 1 to 30 September 2018: submission of questions by any Government to the 18 participating countries via the MA Portal. o 1 October to 30 November 2018: Preparation and posting of answers by the participating countries via the MA Portal. o By 4 December 2018: showcasing of input received (questions and answers uploaded on the web). o During SBI 49, December 2018, Katowice: interactive sharing of implementation updates by developed countries on progress towards emission reduction target; o January 2019: publication of country records, which include summary report on the multilateral assessment. Previous rounds of implementation updates have created an atmosphere of trust and constructive exchange between Governments. They showed that the majority of developed countries have made a very good progress towards decoupling their greenhouse gas emissions from economic growth. Additionally, a number of Parties like the EU stated that they are on track to exceed their 2020 targets. Reaping the benefits of transparency, countries recognised each other’s success stories and showed keen interest in scaling up and replicating policies.
