Context
Jordan has recently completed its Technology Needs Assessment (TNA), but required capacity building for technical employees in the Ministry of Environment as well as relevant NGOs and consultancies, to develop these ideas into fundable proposals relevant to both domestic and international funding. Jordan has issued its Third National Communication (TNC) in 2014 supported by UNDP. The TNC contains about 43 project ideas for mitigation and many other ideas for adaptation. At this stage, the Jordanian Governmental Authorities have identified focus areas and compiled a large number of early-stage ideas for climate action. Nevertheless, in order to achieve transformational outcomes, the ministries have identified the key challenge of a lack of skills and knowledge in designing and articulating climate technology projects and project proposals.
배경
요르단은 최근 기술 수요 평가(Technology Needs Assessment; TNA)를 완료했으나, 이러한 아이디어들을 국내/국제 기금과 관련하여 자금 제공이 가능한 제안들로 발전시키기 위해 관련 NGO 및 자문회사 뿐만 아니라 환경부(Ministry of Environment)의 기술 직원들의 역량 강화를 필요로 한다. 요르단은 유엔개발계획 (United Nations Development Program; UNDP)의 지원을 받아 2014년 제 3차 국가 보고서(Third National Communication; TNC)를 발행하였는데, 이는 완화에 대한 프로젝트 아이디어 43건 및 기후 적응 관련 아이디어를 포함하고 있다. 이 단계에서 요르단 정부 당국은 집중 대상 지역을 선정하고 엄청난 수의 기후 행동 초기 단계 아이디어들을 엮었다. 그럼에도 불구하고, 혁신적인 성과를 달성하기 위해, 관련 부처에서는 기후 기술 프로젝트 및 프로젝트 제안을 고안하고 기술하는 것에 대한 스킬과 지식이 부족하다는 주요 도전 과제를 인지했다.
