[GCF] 피지(Fiji)의 도시 상수도 및 폐수 처리 프로젝트
Building and renovating infrastructure to improve access to safe water and sewerage systems in the greater Suva area of Fiji. Creating a new river water intake station on the River Rewa and improving the Kinoya wastewater treatment plant and associated sewer coverage.
Over half of Fiji’s population is urban with further growth expected, particularly around Suva City, the national capital. Urban infrastructures are vulnerable to extreme droughts and flooding as well as sea level rise, causing threats to the environment, health, and social and economic development. Urban water supply and sanitation are particularly under strain, with service interruptions common during both drought periods and heavy rainfall periods. Existing sewerage infrastructure covers only 36% of the Suva City area. Improving water supply and wastewater management is considered essential to Fiji’s sustainable development, but its current debt levels constrain its ability to fund such vital adaptation measures.
The project will strengthen water supply through the design and construction of a new water intake by the River Rewa, with a pumping station, wastewater treatment (WWT) plant, clear water reservoir, and pipeline to increase water production by 30,000 m3 per day. This will improve climate resilience by taking water from further up the river system to avoid salinity. Wastage will be reduced through meter replacement and improved leak detection and repairs. Wastewater management will be strengthened by upgrading and increasing the capacity of the Kinoya WWT plant, improving sewer coverage, and adding new treatment facilities. The project will also strengthen water management and delivery capacity of the responsible institutions.
The project has an estimated lifespan of 7 years.
피지 수바 시티의 더 넓은 지역 내 안전한 물과 하수도 장치에 대한 접근성을 개선하기 위한 인프라 구축 및 개선 프로그램으로, 레와 강 새 취수장 건설, 키노야 폐수처리장 및 관련 하수도구역을 개선하기 위함이다. 
피지 인구의 반 이상은 성장이 더 많이 이루어질 것으로 기대되는 도시, 특히 수바 시티 근처에 살고 있다. 도시 인프라가 해수면 상승 뿐 아니라 극심한 가뭄과 홍수에 취약하며, 이는 환경, 보건, 사회 및 경제 발전에 위협이 된다. 도시 상수도와 위생 상황이 가뭄기와 홍수기 모두 운영이 중단되는 것이 흔하게 일어날 정도로 특히 좋지 않다. 기존 하수도 인프라는 수바 시티 지역의 36% 정도만 감당할 수 있다. 상수도 및 폐수 처리 상황을 개선하는 것은 피지의 지속 가능한 발전에 필수적인 것으로 여겨지지만, 현재 부채 수준이 이러한 필수적인 대응 방안들을 이행하기 위한 출자에 제약이 되고 있다.
이 프로젝트는 물 생산을 30,000 입방 미터까지 높이기 위해, 레와 강 근처에 양수장, 폐기 처리 (WWT) 시설, 정수지, 배관과 함께 새로운 취수장을 설계하고 건설함으로써 상수도 체계를 강화할 수 있을 것이다. 이는 염분을 피하기 위해 더 위쪽에 있는 수계로부터 물을 얻음으로써 기후탄력성을 높일 것이다. 계량기 교체와 누수 탐지 및 수리 환경 개선을 통해 낭비되는 물의 양을 줄일 것이다. 키노야 폐기처리 시설 개선 및 역량 강화, 하수도구역 개선, 새 처리시설 건설을 통해 폐기처리 시스템이 더 강화될 것이다. 책임 기관들의 물 관리 능력과 배수 능력 또한 강화될 것이다.
프로젝트 기간은 약 7년이다.
