In Côte d'Ivoire, climate change is becoming more apparent at all levels and in all sectors, as various anthropogenic pressures and the risk of natural disasters are increasingly recurring. In search for effective solutions to mitigate and adapt to the effects of climate change, up-to date data on the state of the environment and national development are key to monitor changes in critical parameters and enable knowledge-based decision making. However, Côte d’Ivoire has faced a lack of environmental and natural resource data. This lack of sufficient, timely and adequate information frequently resulted in delayed or uninformed decision-making that negatively impacted environmental, societal, and economic sectors. The development of an environmental information system (EIS) can provide a means to access important information on the environment and climate change for decision making. The Ministry of Environment and Sustainable Development of Côte d’Ivoire took the initiative to develop a Disaster Risk Reduction (DRR) platform that aims to prevent and/or cope with the potential threats of climate variations. In order to function, this platform required data to be available through an environment management system. 배경
코트디아부르에서 기후변화는 모든 층위와 모든 부문에서 더욱이 두드러지고 있다. 다양한 인간에 대한 압박 및 자연재해의 위험이 증가하고 있다. 기후변화의 영향을 완화시키고 적응하고자 하는 해결책을 모색하는 과정에서 환경 및 국가 개발에 대한 최신 데이터는 중요한 지표 변화 모니터링 및 지식기반 결정에 중요하다. 그러나 코트디아부르는 환경 데이터 및 천연자원 데이터가 부족하다. 충분하고 시기적절하며 적합한 정보의 부족은 결정 과정을 지연시키고 부적합한 결정을 내리게 한다. 결과적으로 환경 부문, 사회부문, 경제 부문은 부정적인 영향을 받았다. 환경정보시스템(environmental information system : EIS)의 개발은 환경과 기후변화 정보를 제공해 결정과정을 도울 것이다. 코트디아부르의 지속가능개발환경부(The Ministry of Environment and Sustainable Development)는 재난위기감축(Disaster Risk Reduction: DRR) 플랫폼을 만들어 기후 변화의 잠재적 위협에 대처하고자 한다. 본 플랫폼은 환경 관리 프로그램으로 데이터를 수집해 기능한다.
