제목 Development of a Mechanical-Biological Treatment (MBT) pilot project of the Waste NAMA in Cali

칼리(Cali)의 폐기물 NAMA 관련 기계-생물 처리(Mechanical-Biological Treatment: MBT) 시범 프로젝트 개발 
This Technology Transfer Advances Colombia's Nationally Determined Contribution to "Reduce its greenhouse gas emissions by 20% with respect to the projected Business-as-Usual Scenario (BAU) by 2030".
본 기술이전은 콜롬비아의 국가자발적기여(Nationally Determined Contribution)를 증진시켜 "2030년까지 BAU 대비 온실가스 배출량을 20% 저감"하고자 한다.
Context
The Colombian government has reformed its solid waste management regulations to enable the use of alternative treatment technologies. Current tariff structures do not recognize alternative treatment methods (recycling, compost, RDF, etc.) as part of a waste public service. In addition, the absence of a coordinated, national solid waste management policy, and a city-level action plan for integrated waste management policies, hampers the implementation of the project. Colombia is proposing the implementation of the Solid Waste Nationally Appropriate Mitigation Action (NAMA) pilot project, to shift the view of conventional waste management and promote alternative treatment methods, between public and private stakeholders and policymakers of the country.
배경
콜롬비아 정부는 고체 폐기물 관리 규정을 개혁해 대체적 처리 기술의 활용을 가능하게 하였다. 현재 관세 규제는 대체적 처리 방법(재활용, 비료, RDF 등)을 공공 폐기물 서비스의 일부로 인지하지 않고 있다. 또한, 제대로 조율된 국가적 고체 폐기물 관리 정책 및 통합적 폐기물 관리 정책을 위한 도시 층위의 행동 계획의 부재는 프로젝트의 적용을 저해하고 있다. 콜롬비아는 고체 폐기물 국가적 완화 조치(NAMA) 시범 프로젝트를 통해 재래적인 폐기물 관리의 관점을 뒤바꾸어 공공 및 민간 주체 및 국가 정책 입안가 사이에서 대체적인 처리 기법을 추진하고자 한다.
